Objectives
Concerted Action on Brownfields and Economic Regeneration NETwork aims at providing a framework to enhance the incorporation of the principle of sustainable development into land use planning decisions, by focussing on a specific need to reuse the brownfields resources. This network of expertise is expected to provide a basis for a wide community interaction and lead to the development of robust, relevant and pragmatic research complementing the concerted action. The framework, which encompasses representation of all stakeholders involved in urban development, will demonstrate to all members the benefits of information exchange, communication and integrated initiatives to promote brownfields redevelopment. It is expected that the links established within such a network should become self-sustaining and result in a centre of expertise, upon which the European Community and other countries could be provided with a continuing forum of excellence concerning sustainable urban (brownfields) redevelopment.
Specific objectives of the Concerted Action include:
Integration of groups representing experts and professionals directly associated with urban regeneration and brownfields redevelopment with groups representing wider interests e.g. community groups, to allow more detailed and advanced debate on redevelopment issues.
Identification of EU research needs, policy requirements and legislation to promote future brownfields redevelopment.
Analysis of fiscal and financial measures required to reduce barriers to sustainable brownfields redevelopment.
Consideration and development of strategies and methodologies for assessing the sustainability of redevelopment of brownfields, incorporating economic, environmental, social and institutional aspects of the redevelopment procedure according to the principles of sustainable development.
Initiation and co-ordination of research activities on tools for incorporating sustainable development / urban design with greater transparency into brownfields redevelopment
Identification of new tools and technologies required to aid the development of vacant, derelict and contaminated land
Promotion of local public interaction mechanisms (incorporating cultural heritage) into urban regeneration and brownfields redevelopment decisions (from Agenda 21).
The Concerted Action should last at least three years and be broadly broken down into bi-annual work phases:
Phase 1 - The establishment of an EU wide expert network working towards the sustainable redevelopment of brownfields. This includes establishment of eight project groups and definition of main aims andperspective of each stakeholder grouping, scheduling future plan of action / meetings and outputs for each stage.
Phase 2 - Investigation and reporting on the existing level of research / activity related to individual stakeholder grouping aims on brownfields in EU member states. Estimation of the resource of brownfields sites in the EU. Interim reporting 1.
Phase 3 - Research and investigation of issues arising under 1 and 2, and examples of the most effective practice.
Phase 4 - Development and consideration of proposals. Interim reporting 2.
Phase 5 - Further development and finalization of proposals arising under 4.
Phase 6 - Reporting back with proposals that could be adopted in all EU countries regarding the sustainable development of brownfields and the advancement of reuse of brownfields from each stakeholder grouping perspective. Preparing a final report.
